REGULAR MEETING
MEMORIAL CITY HALL
6:00PM

Roll Call – Mayor Carnicelli absent, Councilor Jacobs, McNabb, Hunter present and Dempsey –absent.  Councilor McNabb sat in for Mayor Carnicelli in her absence.

Staff Present – John Salomone, City Manager; Tom Leone, Corporation Counsel; Debby McCormick, City Clerk, William Lupien, Engineering Services Director.

Pledge of Allegiance to the Flag –  Kasandra Robinson and Kimberly Joy third grade students at Herman Elementary School lead the pledge.

Presentations and Proclamations – Councilor McNabb read a proclamation from the Mayor proclaiming May 10-18th as National Tourism Week.  Maxine Alberici accepted and thanked Council.  She distributed a copy of the Auburn Historic and Cultural Sites Commission visitor Survey and Conversion Study to Council.

Public Announcements – Clerk read.

City Manager’s Report –
The City Manager reported on the following:
?       The 2003-04 budget will be sent to Council with the agenda packets on Friday.
?       The Geothermal wells have been drilled and are completed on schedule.  A generator will be used next week to power City Hall while work is being done.

Public to be heard –
Tim Lattimore 7 Norman Ave. - asked for an update on the schedule for a meeting with the Terra Solar representatives.  He also asked for information on the Bass Pro Shops and the Empire Zone.  City Manager John Salomone responded.

Report of City Officials – None

Committee Report – Councilor Hunter reported on the Auburn Community Baseball Board meeting.  He reported that the batting tunnel is on schedule and the season opens on June 17.

Councilor McNabb asked for Council’s unanimous consent to add two carry in items to the agenda.  All agreed.

Ordinances
Ordinance #8 of 2003 authorizing amendment to the Code of the City of Auburn at Chapter 178 – Historic Preservation.  Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Resolutions

Award Resolution #84 of 2003 authorizing award of bid for Fire Hydrants to Jones Water Supply of Binghamton, New York. Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Council Resolution #85 of 2003 authorizing the City Manager to advertise for bids for Parking Control Equipment for the Auburn Municipal Parking Garage.  Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Council Resolution #86 of 2003 authorizing the City Manager to advertise for bids for Athletic Court Resurfacing. Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Sidewalk Resolution #87 of 2003 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program – Contract #2, to be charged back to the owner over a five (5) year period an to be charged to Account #HA 5497.440-001. Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Council Resolution #88 of 2003 authorizing Council to rescind Award Resolution #55 of 2003. Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Award Resolution #89 of 2003 authorizing award of bid for the HVAC contract for the Intermediate Processing Facility to King and King Mechanical, Inc 10 John St. Auburn NY in the amount of $24,300. Councilor Jacobs, McNabb, Hunter aye.  Councilor Dempsey, Mayor Carnicelli absent.  PASSED.

Other Business –
Councilor Hunter commented on the placement of the new Veteran’s Memorial.  Council discussed the location of current memorial, vandalism, maintenance responsibility and other issues.  Council asked City staff to contact the veteran’s group to see if the location could be changed for better visibility and safety.

Second Public to be heard –
A woman that refused to give her name talked about sidewalks and cats.
